DD Form 1423 is the actual government form on which each CDRL line item is recorded. One 1423 block captures a single deliverable: its title, the governing DID, frequency, distribution, and acceptance criteria. The set of 1423s attached to a contract is the CDRL.

You encounter the 1423 during proposal review (to scope the data effort) and again at execution (to confirm each deliverable's format and due date).
