Statement of Work vs Performance Work Statement

A Statement of Work (SOW) tells the contractor what tasks to perform and often how to perform them. A Performance Work Statement (PWS) instead states the outcomes required and the standards they'll be measured against. The distinction matters because a PWS shifts method risk to the contractor and makes surveillance metric-driven.

Knowing which one you're bidding changes everything: a SOW response describes activities; a PWS response describes results, staffing to standards, and a quality approach.
